Before examining the process of the foundation of Venezuela during the 16th century, the author pauses to analyze the gridiron patterns of Pre-hispanic America, Spain, and Hispano-America. He points out that no one has as yet furnished evidence of the incomparable importance of the orthogonal layout of the city of Cholula which is, without question, the most important urban event in Pre-hispanic America and the unquestionable model for the layout of the city of Puebla. He describes how the beginning of Venezuela's urban history was executed prior to the feats of Cortes and Pizarro, also how the first ordained gridiron pattern (drawn in Venezuela) can still be seen in the abandoned and destroyed ruins of Nueva Cadiz on the island of Cubagua. Some say that Venezuela's urban formation began with Coro (1527), and even before 1573, the year that the famous royal ordinances of Phillip II were issued Venezuela had an urban toponomy which continues to be valid up to the present.

Antes de tratar el proceso fundacional de Venezuela durante el siglo XVI, el autor se detiene en el análisis de los trazados reticulares de la America Prehispanica, de España y de Hispanoamerica. Observa que nadie ha destacado, hasta ahora, la incomparable importancia que tiene el trazado en retícula ortogonal de la ciudad de Cholula; sin duda, el acontecimiento urbano más importante de la America Prehispanica y modelo indiscutible del trazado de la ciudad de Puebla. Relata como el comienzo de la historia urbana de Venezuela se estrenó antes de las gestas de Cortés y Pizarro y como el primer trazado con retícula ordenada, marcado en tierra venezolana, aún se percibe en las olvidadas y maltratadas ruinas de Nueva Cadiz en la isla de Cubagua. Sigue diciendo que la formación urbana en Venezuela se inicia partir de Coro (1527) y ya antes de 1573, antilde;o de las Ordenanzas de Felipe Segundo, Venezuela tenía una toponimia urbana que ha revelado su validez hasta el día de hoy.
