The re-urbanization of "El Silencio" was the first work of importance in the urbanistic field that was developed in Venezuela and gave rise in the country to the creation, as well as the consolidation, of a high quality construction industry. The "Technical-Administrative Organization", created especially to carry out this plan, could be considered the first adminstrative contract brought out in Venezuela.

La Reurbanización "El Silencio" fué la primera obra de importancia en materia urbanística que se desarrolló en Venezuela y, ella, dió origen en el país a la creación y consolidación de una industria de la construcción de gran calidad. La Organización Técnica-Administrativa, especialmente creada para dirigir dicha obra, podría considerarse como el primer contrato de gerencia realizado en Venezuela.
